I see that when a member goes to Inbox and clicks Compose, they have the option of basically selecting all the site's members and sending them a PM. is there a way to disable this but still let a member PM another single member? thanks in advance.

nope, not currently… we have several pm tickets (such as your request) open… unknown at this point which of them will get implemented into 4.1… thats one of the last things we need to finalize for 4.1 which we are hoping for beta in early July.
