We almost went to bbPress but bbPress doesn't support attachments in user posts so that would have been a huge problem as we are very attachment dependent.
What else would a vBulletin user expect to have that isn't there for SimplePress users?
Are Groups supported that can be created and managed by the site members?
edit: it appears users can't edit threat titles but can the Admin do that?

technically speaking it is all down to permissions. You can create your own permission sets (see forum > permissions - from the admin panel) and you can assign these permission sets to individual forums for different usergroups (see forum > manage groups and forums > permissions tab)
Might be worth having a read on permissions in the Codex, should give you the information you need!
As for groups being managed and created by members, technically I don't think there is a way for members to 'create' entire groups, but again - permissions could help you with 'managing'
