Is there an option for the adminstrator to change settings so that all signature images, by default, are a certain size (at moment the default is producing a very large image in the post).
If not, what pixel size do you recommend, in order to get thumbnail-size signature image?
Also, is it possible for an administrator to edit a specific user's signature size (once they've already added the signature).

You can set a maximum height and width for a signature image in Forum > Options > Global Settings > Signature Image Size. It doesn't force an image to be that size, but it will prevent people using something too wide for example.

For a thumbnail image, it depends how big you want it, profile images on the forum are 50×50 pixels by default.

As for editing them you're not going to be able to do that because they specify a URL. Best bet is to set a maximum width and height as described above.

Then tried to delete signature permission altogether. The signatures disappear from members' profiles, but the particular signature of a particular member is still appearing in the forum post (?)
