No. We recommend creating a user group with no permissions and moving the member to that group.
Alternatively, I believe there may be a plugin or two available that can do what you want. But banning by either user or IP is not always that effective. Many people will often share an IP address and/or the IP address is dynamically allocated which also bans them and banning by user does not stop them signing up again under a different account.
