Quotemore than likely a js conflict if the file is really there…
you can try going into simple-forum/messaging/sf-pm-control.php and around line 17 find this code:
<script type="text/javascript">
jQuery(document).ready(function() {
jQuery("#pmsplitter").splitter({
type: "h",
cookie: "sfsplitter",
sizeTop: true /* use height set in stylesheet */
});
});
</script>and try deleting the
cookie: "sfsplitter",
line… that will remove the need for the jquery cookie code.. of course, changing the splitter location will not be remembered…

Just FYI, the problem continues to persist at my forums. The code above has moved from line 15 to almost the bottom of sf-pm-control.php in the latest version of Simple:Press.
