I got the same error as above when replacing the code. The admin panel I am not able to view under Forum are options, components, users, and admins. The only thing I am able to see is the blue box underneath the icons. I had also checked to see if I have any of the plugins that are not compatible activated, and I don't see any that are on the list. Any other solution?

the code above does indeed work. the post warns not to cut and paste unless you fix the single and double quotes (hopefully, we have improved that issue in 4.1)…
if you dont want to make the hand edits, you will have to wait for 4.0.4… real soon… just hate to release until the WP devs are done screwing with plugin authors…
edit: I should mention the patch code above is not the final solution. it has a couple of quirks that have been ironed out, but it does get you complete access to the admin area.

Thanks for the release of 4.0.4 patch beta. Unfurtanetly, it's not working for me and I feel it might be wordpress 2.8. I been having many issues since I had upgraded. I just discovered along with not being able to view manage options in forum plugin, I cannot press on any drop down sidebar in wordpress admin. For a few hours after upgrading, everything seems to run fine including simple-forum plugin. But now everything seems to be on a lock down for me.
Anyone who might have a similar issue and have a fix for this, please share. It would truely save me some time and headache from further research. Thanks in advance.
Dear Yellow Sword Fish and Mr Papa,
I have just uploaded the PATCH 4.0.4 BETA 1 and I am very sorry to say that it doesn't work.
This time the upgrade page was displayed and as I performed the upgrade, the process stopped after few second saying that the UPGRADE ABORTED.
COuld it be a "writing permission problem"?
Best regards.

nervousgrape: WP2.8 has a memory problem that can stop admin pages being fully loaded which explains the almost instant release of a 2.8.1 beta. Your problems sound to me like they could be memory related. It’s what Firefox does if it has been open for weeks without a reboot. Might be worth upgrading to 2.8.1 – we are using it here and it seems OK.
partireper.it: Go to ‘Manage Options > Toolbox tab. On the right – what does the build number say? Make sure it says 1376 and you are fine.
Dear Andy,
before I did anything majour to try fix the problem, I simply tried disapling and enabling again SPF from PLUGIN PAGE and this time it worked. It did the upgrade and now everything lookd just fine.
This might help nervousgrape too, in case he had the same problem I did.
Sorry for keeping you un informed. Chile time zone is a bit different than uk.
Best regards.
