it is the same issue as listed here except I am using a different version. When I click compose a PM it opens for 3 seconds then takes me back to the inbox page.

have you checked for any js conflicts?  any redirection plugins? please try with your other plugins disabled and see if it still occurs?

it was a plugin. For anyone that comes here in the future it was: Nofollow Reciprocity  plugin
