Hi,
Apologies for a support request but as this is 'out of the box' I would expect it to work.
Wordpress 4.7 installation, Activated the SP plugin, and I can see that the various folders in the sp_resources folder have been created.
There is a big error message in the middle of the screen :
"Either the theme CSS file and/or color Overlay file from the selected theme is missing"
and no Install button.
Any thoughts?

If you are getting this message and you can see the sp-resources folder then that means you must have already installed the plugin so not sure about your last comment regarding an install button.
And yes - it should just display following an install. I am going to assume that following the actual install process you were not shown a display with any messages regarding the process being unable to create any of the folders - and then when you say the sp-resources folder is on the sever that this includes the sub-folders - and in this instance, specifically includes the 'forum-themes' folder with the BareBones them in place.
So - did you visit the forum admin > themes > available thees and ensure that BareBones is properly selected? In fact updating that panel with BB selected will ensure the data is saved properly and might be all that is needed.
If not the only other thing that comes to mind is server permissions. If these are set incorrectly then the request can fail which would result in that message. Check these and also check the UID and GUID of the folders (ownership - can usually be checked with a decent ftp client for example) which should be the same as the wp-content folder but sometimes - though rarely - has been set incorrectly by your host.
