Only those who have registered and never made a post at all - see the rules as shown in the panel. That's one of the downsides - there may be some genuine users who registered but then never used the system. We have no way of knowing if they are real or not - but you do get the opportunity to review the list of those accounts that qualify for deletion and manually uncheck those you want to keep.
