Probably right although I would be tempted to put it at the top where it would always be seen. if they have lots pf roles it may be off the bottom of the screen and to some users – in fact to the ones where it matters – it will be an important decision.
I am thinking (and this might not be the only admin area this applies to) that it may also be worth placing a link to this tab from the 'Manage UserGroups' panel… just a stray thought!
