We have a project with the following requirements:
50 different venues.
A tutor in each venue.
As students sign up (become members) they are automatically assigned to a user group relating to the tutor, where the tutor in effect is the group moderator. At the time of registration we will know the venue they are registering against and we know the tutor that is based at that venue.

This is easily achievable using a membership plugin and the usergroup and map users functionality Simple Press offers. Please see How to Configure Simple Press with Membership Plugin for more info.
Usergroups would have to be configured within the forum, and the individual forums (venues) would have to have permissions for each user groups access.
