It seems in members signatures all link are NoFollow.  Is there a way to make all links DOFOLLOW?

There is no setting for it. To be honest it was made no follow because that was what everyone else asked for!
But there is a filter available so that it can be switched. If you want to try that you will need some filter code for it. If you need help with that please open a support topic and someone can talk you through it.
