I have tried to download the SP plug-in several times to my computer. I know how to do this and have done with many other plug-ins. But, for some reason, I keep getting this error “Failed-Network error” every time I try to download the plug-in, then it doesn’t appear in the designated folder. In other words, I can’t even download the plug-in.
Any ideas as to why this might be happening? My Internet connection is working just fine, as are other downloads.

To be honest no… no idea.
I just tried a download before answering your post and no problem. While we do not specifically check I am pretty sure the download count is higher today then yesterday so people are having success grabbing it.
Someone is sure to tell me I am wrong but I do not think there is an HTTP response of simply ‘Network Error’. And there would aways be a code shown with it. I rather think this is something at your end of the line. Moght be worth asking your hosting support of they can shed any light on it.
