Hey Greg,

Take a look in the Codex (sidebar on the right) at Forum Moderator Explained.

So assuming you have moderator permissions (as default) and a usergroup who is restricted to a specific forum, you can assign a user to be both part of the usergroup and the moderator usergroup thus making them a moderator of that forum. When editing a user profile > usergroups > find moderators and ‘Join Usergroup’.
