Is there a way out of the box to enable all posts/topics to be approved by the administrator before being published? Or do I need a plug in?

You need to look at the moderation settings in the forum permissions. Turn then on and you have what you want I believe.
Could you help direct me to this option? I don’t see any options for this under FORUMS > Manage Groups and Forums > Edit Forum…. or edit Group
You want to place posts in moderation and approve them> Moderation is a permission so you need to look in the permissions section.
