Probably the wrong heading - I run two SP forums and checking one against the other I find that

Dashboard - Forums , the following sections have suddenly disappeared from the Menu -- Plugins , Themes, Toolbox.

How do I restore these or is it a complete re install ?

Capabilities - i.e., what you as a forum admin can see and work with - are defined in the forum admin > Admins > Manage Admins. So - if you are a full SP admin then you should be able to tick the caps against yourself to get the menu items to appear.
