Is there any other way for admins to move topics other than by using the "Open the Forum Toolset" button?
The reason I ask is because we're dealing with some javascript issues that are very difficult to fix with my custom theme. I have most things working but not that functionality so I'm looking for a work around.

afraid not - short of manually doing in the database itself... there is nothing special about the forum tools js - very straight forward...
do you know what the issue with the theme is?

It has to do with a conflict with the JS my theme is using and the one SP is using. I hired a developer who is working on it but he has thousands of lines of JS code to pick through. We got most of the functionality working but it's a slow and difficult process.
