No special setting.. if you get the button you can upload…this likely indicates a js or jquery conflict… see: https://simple-press.com/documentation/codex/faq/troubleshooting/what-is-this-jquery-conflict/
though you should not be caching forum pages or minimizing js on the page (since most plugins break the js if it is already minimized)… you can check for errors in your browser console..
if you want to pass a long a link to your forum, we can take a look for obvious conflicts…
