Error – Failed to open stream. No such file or directory

Hi there

A forum I am looking after has this error above the forum itself:

Start by going to the forum admin > options > global settings and turning off the two options to combine and cache CSS and JS files. Does that stop the warning showing up?

Really, of course, it would be best to work out what has changed here to make this warning appear rather than just turning off useful performance options.
