File Uploader attached file not appearing to anyone else

I have the Plupload, File Uploader plugin installed, the option in settings "Show uploads inserted into post content (applies to images and media) in the attachments section below post content" is checked. . . but I attached a pdf 2 hours ago and, other than me, no one can see it, using any browser.  I can see it if I'm logged in as me, not if I'm logged in as a test users.

Have you granted your users the permission to download items that were attached? It is a separate permission as we have had users that wanted only certain groups of their members to be able to download items.
