It is a permission you can turn on and off.

I looked under:

Permissions:

-Manage Permission > Permission Sets (Didn't see anything under permission).

Also looked under:

-Options > Content Settings > Spam(nothing there)

and

Components. (nothing)

There are only two items under Permissions:

-Manage Permission

-Add new permission

I do see a spam option under CONTENT, but nothing to turn on the math.

It is a permission. 'Can bypass spam protection'. Turn it off or on in whatever permission set(s) you need.

So a Green button means they CAN byass and red button means they cannot?There's no Key, hover, or title above to say what these are doing.

I have said this before as well.
Green = yes, go, positive
Red = no, stop, negative.
These are pretty universal colours used on stop signs and traffic signals the world over.
So : can bypass spam control - yes or no?
And there us a great big 'i' icon beside each one with a big tooltip that pops up
