This is actually more of a global setting so to speak, and is found in the admin panel under – WordPress ‘General Settings’ as opposed to Simple:Press Forum settings

Great thank you, I was able to change the servers timezone, however my timezone is still set to UTC, how would I go about changing that?

Good stuff, individual timezones (for the user, instead of the forum) can be set in your forum profile. Click ‘Profile’ at the top of your forum page, then the ‘Options’ tab, then ‘Edit Display Options’
