Limit New Users from Posting Links

How would you go about creating a permission set that would limit new users from posting links before a certain amount of posts, without messing with the previous permission sets? Can one create a new specialize permission set that doesn’t interfere with the existing ones?

I don’t think we have a permission type that can restrict users until they have made a certain number of posts.

You can create any number of permission sets.  But only one set can apply to a group at a time for a particular forum / subforum.
