Is there a way to notify all members of a forum/topic as soon as someone creates a new topic or add a post to an existing topic?
If found information about the email notification for admin but not for the users.

Not really sure what you’re asking. Do you want to force emails to all users or give them the option to subscribe to topics they want to receive notifications on?
If you want to force email notifications for all users for every topic / post made on the forum then the short answer is no. In some countries it’s not legal to force emails and an opt in opt out always has to be available. The closest we have is membership subscribe which after setting up will do what you want initially, but users will always have the option of un-subscribing.
If you just want to give your users the option of receiving notifications then the subscription plugin will do that. You also have the option of auto subscribing users to topics they post in, but as mentioned above they can turn that option off themselves in their profile.
