Non-admin user can't upload attachments to private messages

I have the permissions set to allow members with 'full' access to access the private message system and 'download other file type attachments' and I have the private message options set to allow upload of attachments to private messages, but although it works for admin users it doesn't work for other users that have the 'full' access. Is there something else I have to do to allow non-admin users the ability to upload attachments to private messages?

Probably a daft question but I have ask it!
In the permission set in question - are the uploader permissions also turned on?
I guess I should also ask that if they are - can these very same users upload files in the main forum posts?
