I have the permissions set to allow members with ‘full’ access to access the private message system and ‘download other file type attachments’ and I have the private message options set to allow upload of attachments to private messages, but although it works for admin users it doesn’t work for other users that have the ‘full’ access.  Is there something else I have to do to allow non-admin users the ability to upload attachments to private messages?
