Under the FORUM->ADMINS->MANAGE ADMINS screen, all the boxes are checked for the new admin?

Yes all boxes are checked.

Another issue has been identified – if a user has the URL of the forums, but is not logged in, they still see the message headers and can navigate in the forums, but can’t see the text of the messages (similar to the issue people are experiencing while logged in.) Not logged in users can even see and view the attachments for the message. Seems like it might be a related issue?
