I originally had Post Order set to newest first (Options->General Display Settings). I switched it off, so older posts would be first. Now, when I enter a new topic and reply, it’s still posting/displaying in newest post first order.
Is there another config setting that I’m missing somewhere? I checked user settings, thinking it might be a per user option for display, but couldn’t find anything.

just to be clear, there are two options there… one for topics and one for posts… so make sure you selected the right one for ‘post view’ which btw is a misnomer and will correct…
you said a new topic… which is not controlled by that post one, but by the topic one (again a misnomer) instead…
so two different options for sort order… one for forum view (list of topics) and one for topic view (list of posts)…
