If you want to change it globally for everyone, you do it on forum – options – global display settings in the admin area…
O.K. that got me to thinking and the logic became clearer.

In admin/options/general display settings its:
Sort topics – newest to oldest
Sort posts – newest to oldest
In the user profile its.
Sort topics – oldest to newest
Sort posts – newest to oldest
=================
If you change it in admin to be,
Sort topics – newest to oldest = selected
Sort posts – newest to oldest = unselected
the user can then select or deselect either or both of the options in their profile without having them over ridden by the admin settings.
Admittedly, even though I do understand the logic it might be beneficial to add a another option such as “Allow user to select in profile” and then add the options in permissions to add granularity. That would provide the ability for us to allow guests to see the site in the way we prescribe and members to chose their own preferences should we allow that.
As a side note, this is the only option that I’ve noticed far that doesn’t have that level of precision.
