Question – what permission would I set (and where) so that forum users can create a Forum from the front end?
Even if I have to create a Special Forum User account, I’d like to give those members the ability to create a new forum (currently they can only create a Topic).

there is no built in way to create a forum from the front end…
you could certainly do it if you were to write a plugin… though its not a permission they need but a capability… they need the Manage Forums SP Admin capability… which would make them an admin…
but plugins are allowed to create new permissions so you could change it to a permission and duplicate the sp admin functions for it…

With SP 4x I seem to remember it was better for there to be more sub-forums then actual forums due to performance reasons.
Will this be a issue with SP 5x?
Good point. I really do not believe it matters now as the queries underpinning this are far more efficient. These really are some of the areas that have taken a lot of time and work to improve on.
