As I can set the time as the default time zone of the forum, not UTC time zone?

and that putting a new post has utc time not the forum.

you definitely should not use UTC... you set the timezone of the forum in your wp settings... wp - settings - general... pick a real timezone... then in their profiles, users can pick their own timezone and get the forum in their time...
