I have a user who just reported this:

Happening to him on PC (win7) and tablet (win10).

can you double-check that your user is just not being a tad impatient? Sometimes WordPress can be a little tardy loading up all of the editor support code and that can make it seem initially unresponsive…

I can’t speak for win7 (Is that old?) but we have no other reported issue with win10 to the best of my knowledge
