For some reason members cannot reply to posts but can create. Admin can reply etc. This has got to be a permission issue I imagine. Can you please point me to the locations to double check?

yes, it would be permissions… why not take a screen shot of the permission set in use for users? or for a given user, take a screen shot from their forum profile permissions tab so we can see which permissions are in play…

what are you asking here? as that permission states, users can only reply to their own posts, not other user posts… if true, could be your issue…
