Hmmm…I don’t think WP 3.3 changed anything.
Adding new plugins and installing updates has been something only for a network admin on the network admin dashboard. Even if you were logged in as a network admin but on a site admin dashboard, you could not update anything. It’s been that way for as long as I can remember. From my memory, I don’t recall seeing the SPF link to network upgrade until recently, but then again, it was only when SPF 5.0 got to beta that I started paying attention, since I was using SVN before that.
I’ll also note that I am seeing some other strange stuff on upgrades on MS with SPF: for example, I have a network with ~ 70 sites, only 1 of which has ever had SPF installed. I ran the latest upgrade, and SPF reported that it updated the tables on 4 site ID’s. When I have time, I’ll check to see if the tables were actually there to update, but I seriously doubt that they were.
