Can you tell me when you downloaded your SP from svn. I had hoped that I had fixed this although it is a little difficult as the condition doesn’t make a lot of sense.
If you turn on one of the editor plugins – tinymce for example – does this give you the same error?
Yes, I have a few active such as askismet and admin panel and I downloaded on July 5th.

no. you made that account a wp admin… but NOT an sp admin… you hvae to do that on forum – admins – manage admins… and give all those capabilities at the top…
