Can you tell me when you downloaded your SP from svn. I had hoped that I had fixed this although it is a little difficult as the condition doesn't make a lot of sense.
If you turn on one of the editor plugins - tinymce for example - does this give you the same error?

Yes, I have a few active such as askismet and admin panel and I downloaded on July 5th.
I've updated today and will update you...
please do as significant number of changes since then... and it should be resolved...
