What is this Lock Sign please?

Hi

 

I’ve got this Lock Sign as seen on the attachment.

 

Can anyone advise how to deal with it.  Obviously something is locked, but I can’t see to unlock it>

It simply means that this forum is locked. To unlock see ‘Manage Groups and Forums’ – the screen you posted a screenshot from – and click ‘Edit Forum’, scroll down to ‘Forum Options’, uncheck ‘Locked’ and then scroll down and ‘Update Forum’.
