Admin Bar plugin available to Moderators

Is that particular plugin available to moderators? And if not, how can I enable it for them?

It sems like a quite useful tool all around, especially since they’re allowed to approve posts.

Yes it is. If you go to the forum admin > Admins > Your Admin Options – you can turn on the use of the admin bar there and also grant moderators the same option settings.
