Available Plugins Menu Bar shows NO Available Plugins

Team,

I wanted to get the Admin Bar plugin so as Administrator I went to the Administration->Plugins->Available Plugins Admin Bar plugin  section and it says that there are NO Plugins Available.

I cannot find any way to not only find the Admin Bar PlugIn I want but any other PlugIn that I may want. I can see that IF I had a .zip file for the or any other PlugIN Admin Bar plugin I could upload it through the Administration->Plugins->PlugIn Uploader BUT I cannot find how to get a .zip file and there is no way to locate ANY PlugIn in the Administration->Plugins->Available Plugins section. It is totally empty!

Simple:Press plugins are not installed through the WordPress admin plugin pages. They can be downloaded from our download page > plugin library link.
