You do need to grant your users permission to use it – Manage Permissions and turn on the permission in the sets as required.

This is always a difficult one. If, when a plugin is activated we automatically just turn that permission on in all permission sets then there are (and have been in the past) users who do not want this and prefer to make their own choices as standard. Many of our users do run private and mixed private forums. On the whole it is better to not automatically turn permissions on which can be less potentially damaging.
