I do not really understand what you mean by ‘see it through my admin page’ but… if your users can not see the attachments button on posts then you probably have not turned on the permissions for them to do so. Visit the Manage Permissions section of the forum admin and edit each permission set you are using for which you wish users to upload – and check that the required permissions are turned on.
