I disagree that this should be turned on by default just because you activate the PM plugin. Which of your user groups is allowed to use the PM system is for you to determine – not us. And we have no way of knowing what sort of forum and user group system you may have built.
So – whether users can or can not use the PM system is a permission – and just like all other permissions can be turned on and off in the manage permission section of the admin.
I have to agree with Andy.. there is no way for us to grant permission for users to pm at install… most folks run custom permissions and we have no way of knowing which may be private forums, guest accessible forums and what… better for the user to make explicit choices…

This is not really making code changes. These are templates – just like WordPress uses. This is the only way to do it. Well – apart from allowing the forum to have a decent width on your page of course.
Just create a custom theme before you start so you donlt lose the changes during a future SP update:
