If within a forum, if a first topic is started with the same name as the forum as the, the slug for the topic will be the same as the slug for the forum. The only way to make the topic viewable is to use the forum toolset on the topic and change the topic slut to something else.

This is repeatable every time.

Topic create has to check to make sure the slug is not in use anywhere.
