Does anyone know where to find the field to display a message above the add topic compose box, like the one on this forum, "Please try and use a title that helps explain the issue. This helps others who may be having the same problem. Titles like 'Help Needed' are really not very useful or informative."
Is this a plugin?

Feature request.. when I edited this field, I saw I was already using it to display a message when people responded to a topic.
"Please avoid personal attacks.."
This is an either/or situation.
It would be nice to have the ability to display a unique message for each circumstance. Thanks!
