Panel can not find the 'utility that allows you to ban users, either permanently or for a specified time, you know tell me where is it? If there 's would be a' good carattertistica to put on, all the forums' t have now

There is no actual 'banning' option as such in SPF. There are almost certainly other plugins that will do this however.
But - the method tha has been used before is to create a special user group (i.e., 'banned') and permission set that allows no access to forums - associate that group and set to each forum - and then move those users you wish to penalise into that group.
