Unless you keep a really tight rein on who is who and check your membership at every turn, banning users is not such an easy task. They can re-appear under a different name, different email address and even a different IP.
There are WP plugins, I believe, that will do this for you but they will never be 100% successful. This is one of the reasons we have never attempted to build into SP anything other than what we already have.
Within SP itself, I would recommend you define a User Group. Call it 'banned' (for example). Place your banned users in to that group. At forum level grant that User Group a permission set of No Access - or equivalent. You have achieved the same goal as their posts are retained but they can no longer post to the forums or even read them. Until they possibly re-appear under a new guise of course!
