I would really like to see a feature where I can create a forum that is a link to another web page or a document etc.. I've used this feature in other forum software and it is very helpful.

you want to go through the whole process of creating a forum and then not have any topics in it? simply have it point to another wp page to show that pages content?? what's the use case for that?

Here is a good example of what I want to do. I would like to have a link in my forums to my clubs member handbook where everyone can see it, and without have to click through a few levels of forums to find it.

but why not just use the custom group or custom forum message? with those you can put a message, such as a link to forum rules, handbook or other for folks to reference to... just edit the group or forum and add your custom message...
or if you want it on every forum page, you can just stick the link in the wp page the forum appears and it will show above the forum...
