depends on what you mean by referral system... have had 6 or 8 requests for one and each person wanted something different... so we have a ticket for such a thing, but until we can get a consensus on what folks want, nothing has been done...
we, of course, would welcome plugins by other folks too!

It basically comes down to what features are requested most often. Obviously in each version release there are bug fixes first, needed enhancements to existing features second and then new items. Which new items have to be determined with care and are mostly chosen by demand. While this feature - or as Steve pointed out, variants of this feature - has been raised fairly often, it hasn't bubbled to the top of the list yet nor has there been much consensus on a good model to implement.
At the same time it is not forgotten or ignored - just waiting it's turn.

have you looked to see if there is such a plugin for wp??? since registrations and user accounts are handled by wp, there might already be something you can use...
googling 'wordpress referral plugin' yields quite a few results...
