Hi, don't know if this functionality is implemented or not. So I got to ask:

"Is There an Option to Limit Max Number of Recipients per PM to Prevent Spam?"

This should be included in the Group Permission and Global Permission?

no, its not currently available but we have an open ticket for this (several options being considered)... its on the list for 4.1, but not implemented yet, so not guaranteed to make it.
