yes and no...  out of the box, you can do it, but users would basically need to be able to manage all groups and forum - not just their own...  so may not be exactly what you want...

but using the API of Simple Press, you could certainly extend the groups, forums and usergroups to fully support this...

We do offer a custom plugins service (see sidebar) for users that have unique requirements..  So potentially we could help you with what you need...
